Why hasn't he responded? That's an easy one.
He hasn't responded because it shows that he made a mistake. As we're all well aware of, he doesn't make mistakes - so this must be some forged paperwork that the Mayor and Chief worked up with help from John Robinson and Gwen Stefani. It was safely hidden away by Jim Rapp in one of the zoo exhibits on a time-delay safe so it could be released now - at a fulcrum point in time - so as to do the maximum damage. He'll address it as soon as one more of his sources calls him back.
...or, he just hasn't managed to string all his buzzwords together into one coherent sentence.

I think that the room is starting to close in on him and he thinking if he chills out for a bit it will stop, but it's not. They are going to get closer and eventually he is going to pop and I for one what to see it when it happens. It's going to be messy, so bring your umbrella and slicker.

This looks like the 1031 Facilitator and settlement company used the WRONG FORM...
The form is for a residential transaction and this was a commercial transaction.
Has anyone asked if Joe owns any other real estate in Maryland?
Heck in Pocomoke we have a councilman who moved outside his district, yet dances around a phone bill saying he still lives in his former residence on the district that elected him.

Somehow comparing Honiss Canes phone bill and actual address isn't quite the same as this issue.

Perjury is also when you certify that you are a Maryland resident (as in, domiciled in Maryland for at least six months out of the year, which we know isn't true) on a form that says...and I quote - "Under penalty of perjury, I certify that I have examined this declaration and that, to the best of my knowledge, it is true, complete and correct."
If he somehow thought that owning commercial property in Maryland made him a domiciliary resident, then he's not half as clever as he thinks.
This is all about not having to have MD tax withheld on the "Sales Price", which is probably not going to be his taxable gain allocated to MD.
See, if you are a MD resident, you do not have to have that withholding taken at settlement. Doesn't mean you won't owe any tax on an investment property sale, but you get to keep all the net proceeds until the next filing.
Joe knew what he was doing. Doesn't mean he wouldn't pay the tax on the gain on a MD non resident return. Just means he didn't want to give up the with holding.
