DID Joe "COPYWRITER" infringe again?

Today the great Jihadded One posted an article on his "BLOG" about a prison inmate. This would be OK except he just copied the story, and didn't write it on his own. Genius Joe even left the byline in there with (AP).

The Associated Press is very clear about who may copy their stories.

From the A.P. website,

"How do I request permission to reprint an article that appeared in the The Associated Press?

Permission to reuse stories must be obtained through The AP prior to use in newsletters, Web sites, newsgroups or other publications.If granted, reprint permission usually involves a fee. Permission fees are based on type of organization, use and number of copies distributed.
To request reprint permission from The Associated Press:
1. Submit your request in writing on company or organization letterhead.
2. Identify the story topic, headline, the author's name and date of publication, if known.
3. Include the intended use of the reprint, number of copies to be made, whether these copies are for internal or external distribution, and the name and type of publication in which the reprint will appear.
4. State your deadline. An AP representative will contact you after reviewing your request and tell you whether your request can be granted. If the request is granted, we will also inform you of the amount of the permission fee. "

I doubt that Joe asked the AP for permission to use this article.

Last I checked good ol Joe was a resident of DELAWARE!!!! He brags about this fact almost weekly. It also seems to me that he was a resident of DELAWARE in December of 2006. HMMMMMMM. This picture says it all. It is the deed from when Joe sold the firehouse in Pittsville to the owners of Station 7 restaurant(I THINK).

BUDGET AND FAT

First off, a few things really irked me from the Mayor’s Budget Message.

“For example, last year the Public Works Department conducted a massive clean-up on Middle Neck Branch to remove all manner of debris left by significant numbers of homeless persons who were frequenting the area. Our employees clean our sewers, collect garbage, pick up dead animals, make repairs and respond to emergencies in inclement weather, inspect homes that have been littered with filth and waste products, deal with irate citizens, investigate crimes, clean-up after accidents, and the list goes on.”

THIS IS THEIR JOB. THIS IS WHAT THEY WERE HIRED TO DO. SOMEONE ASKED “DO YOU WANT THIS JOB, FOR THIS PAY?” AND THEIR ANSWER WAS “YES!” This wasn’t something these people came out on a Saturday on their own time to do.

“With the exception of the Police Department, our employees received no cost of living increase this year, despite the fact that the cost of living increased, their health insurance premiums increased and they had to begin paying an additional per cent into the retirement system.”

While I think that the City employees probably should get a COLA, the reasons explained here for them are not justified. The reason for an increase is because their benefits got better???? The city employees chose to participate in the new retirement plan with the knowledge that it would cost more. It also costs the city more to provide this plan for them. I am pretty sure if I decided to contribute an extra percent to my 401k plan, my employer would not view that as a reason to give me a raise.

“A third area of strain on our budget is in the area of infrastructure. We continue to play catch-up in replacing aging infrastructure. We issued bonds this year to complete the stabilization of the Isabella Street culvert and surrounding shoreline. We have no choice. This project has been needed for many years, and we have been seriously trying to fund it since 1999.”

Obviously, we haven’t been trying to fund it very hard if eight years later it is still not done.

"we are proposing that we bond a number of critical projects:

- Fire Station #2 remodel $375,000"


Since we don’t have enough money to pay our Police and Firemen, maybe we could hold off on this one.

"- Beaverdam Bridge Repairs 322,000 "


ISN’T THIS BRIDGE CLOSED!!!! Wasn’t this bridge closed in lieu of repairing it?



"- Animal Isolation/Quarantine Building (Zoo) 500,000 "

Does the Zoo absolutely need this building? I am under the impression this is for AZA compliance and accreditation. Does our Zoo really need to be accredited by the AZA? I know I for one would not make any less trips their if it wasn’t.



“Other major items in the General Fund Mayor’s Proposed Budget include:
�� Creation of an Office Associate II position to work with the newly created Human Resources Associate position. This position will be under the direction of the Internal Services Department. This change will terminate our relationship with Wicomico County for a shared Human Resources Department. This new arrangement will save money and allow us to more effectively provide service to our employees. “

How will hiring more employees save money????

“Funds to hire a consultant to work closely with Planning and Zoning to update our Comprehensive Plan. This is overdue and in line with a State mandate.”

Will we be eliminating a position at Planning and Zoning for the person who was supposed to do this before?

“Increase in the work week for nine engineering and support positions in Public Works from 35 to 40 hours. This is in accordance with a recommendation from the Permitting Process Action Team. This will increase the number of hours available for review of site plans for development projects at a much lower cost than hiring additional personnel or allocating overtime. “

Maybe, instead, If a developer wants his site plan reviewed faster, He could pay the overtime costs to have it done. Otherwise he could wait for it just like the rest of us have to do for services.

“Creation of two new Police Telecommunications Operators. Increasing call volume makes this a priority. Chief Webster plans to use these two individuals on a “Power Shift” concept, meaning they will provide extra coverage during peak call volume periods.”

WE’LL GET TO THIS ONE LATER!!!!!!!!!!!

“Matching funds of $112,500 to construct a hiking/biking trail along the Northeast Collector Road and Beaglin Park Drive from North Park Drive to the vicinity of Emmanuel Wesleyan Church”

THIS IS A BIKE PATH ON A ROAD THAT WAS SUPPOSED TO BE PAID FOR BY THE DEVELOPER WHOSE FUTURE HOMEOWNERS WILL BE THE ONLY ONES TO USE THIS PATH?????

“Funds to repair the bulk head in the Terrie Court neighborhood ($17,050). The City owns a lot with 67’ of frontage on the River, with deteriorated bulk heading in need of replacement. The owners of the adjoining lots have completed their work and we must complete our portion. “

ISNT THIS PART OF WATERFRONT PROPERTY RIGHT NEAR BILL GORDY’S HOUSE? HMMMMMMMMMMMMMMMM


“Funds to replace one of the City’s four street sweepers ($150K). This vehicle is ten years old and has reached the end of its useful life. We propose this to be a lease-purchase arrangement at a cost of $24K per year for seven years.”

Now let’s just pretend that anyone actually ever saw one of the FOUR street sweepers the city owns, sweeping a street correctly. We are going to lease-purchase a Sweeper for seven years, at a cost of $168,000, $18,000 dollars more than it would cost to purchase it outright, and then it will only be good for three more years. Doesn’t seem like a good deal to me.

“Creation of a position of Electrical Inspector to assume the responsibility for conducting electrical inspections in the City. We anticipate the costs of this position to be offset by the fees generated. We have budgeted $50K in FY’08 which represents one-half year of permit fees, anticipating that the inspector will be hired and ready to start by mid-year.”

WHAT?????? Right now the city does not employ an Electrical Inspector. To build anything you still have to PAY for Electrical Permits. Then you have to pay a private Electrical Inspector to do the inspection. Why do we need this position????????
Everything this person would do already gets done, at no cost to the taxpayer, and Electrical permits are ALL REVENUE. I wonder whose friend is up for this job???

“Replacing the street sweeper used to clean the garage ($33K)”

HUH! WE HAD ONE OF THESE TO BEGIN WITH???? Maybe instead we could just purchase a push broom.

“Purchasing a bobcat to remove snow on the roof level of the garage ($25,742)”

WHAT????? For both times a year that it snows???? I think we could contract this out for less? Not to mention that the top level is closed whenever it snows because of the ice on the ramp.


Sealing the windows, sandblasting and painting the window support beams ($40K)

This is from the Parking Authority part of the budget. WHAT WINDOWS????

“This is the first increase in water rates since 2001 and the first increase in sewer rates since 2005. These increases are a result of the ongoing need to upgrade and replace aging infrastructure, the increased operating expense at the newly upgraded wastewater treatment plant, which comes on line in the latter part of FY’08, and flat revenues in the water and sewer fund.”

THIS IS WHY OUR WATER BILLS DOUBLED IN THE PAST. TO PAY FOR THESE UPGRADES.

The second major project we must fund is the $500K engineering for the design of a new water tower, most likely to be located in the north quadrant of the City.

WOULD WE NEED THIS BECAUSE OF GROWTH???? SHOULDN’T GROWTH BE PAYING FOR THIS???????????????????????????????
